A revolutionary proposal
The Lazio Region Counselor Gian Paolo Manzella has presented a revolutionary law for creativity and culture. The initiative, filed last February, is truly innovative. In view of the enormous impact that creative and cultural industries have on the economic development of the regional territory, Manzella dreams of the path already implemented by 70 European regions, which have included these industries among the priorities of the Smart Specialization Strategies requested by the European Commission For the use of the EU Structural Funds.
There are 40 other European cities involved in the UNESCO Creative Cities Network. The good wishes: According to an annual Symbola report, in 2014, in Italy, the culture-creativity system produced 897 billion euros. Only in Lazio, in 2014, the value added to the industry was 14.7 billion, with 202 thousand people employed. This means that a substantial slice of Italian creative industry is in Lazio. The proposal would provide economic and structural support to businesses operating in the cultural and artistic fields: architecture, audiovisual, design, fashion and advertising to name a few.
The interventions provide for the granting of grants, measures to facilitate access to credit; Alternative ways of financing, promotion of professional training tools; Support for managerial, financial and marketing skills, promotion of crowdfunding. The establishment of a Council of Creativity, composed of experts appointed by the President of the Region, would act as a bridge between the administration, the business world and the various cultural professions. A precious instrument in the sign of listening and the proposal. The measure drawn up by Manzella thus draws a necessary and effective architecture, which makes a model possible for all regions of Italy.
